New Noida Master Plan 2041 approved: New city to be developed like Chicago, Europe
In a significant move towards setting up New Noida, the Industrial Development Authority and Noida Authority have approved the Master Plan-2041 for setting up a new city near Noida as New Noida. As per reports, the city is going to be planned on the lines of Chicago, US and various European countries. The New Noida city is likely to completely reshape the destinies of 84 villages in Dadri and Bulandshahr.
The proposed New Noida, covering an expansive 20,000 hectares, is meticulously designed with a focus on industrial development. A total of 41 designated areas have been earmarked for industrial purposes, with allocations for residential (11.5 per cent), green and recreational spaces (17 per cent), road infrastructure (15.5 per cent), institutional (9 per cent), and commercial properties (4.5 per cent).
Provisions for Residential Facilities to Accommodate Growing Population
In anticipation of a significant migration, nearly 3.5 lakh individuals out of the projected six lakh population, provisions for housing have been diligently considered. Units catering to EWS, LIG, MIG, and HIG categories will be constructed to meet the burgeoning workforce’s housing needs.
To enhance planning efficiency, the development will be categorized into four distinct zones—South, East, West, and North—drawing inspiration from successful city planning models in Chicago and various European countries. Each zone will house specific industrial hubs, providing diversified opportunities for potential investors.
A dedicated Special Investment Zone covering approximately 210 square kilometers is planned, interconnected through the Western Dedicated Freight Corridor (Dadri to Mumbai) and Eastern Dedicated Freight Corridor (Ludhiana to Kolkata via Khurja). This strategic positioning aims to offer investors enhanced connectivity options.

Addressing Land Scarcity and Allocations for Budget Approval
With over 95 per cent of Noida already developed, the imperative need for city expansion is clear. As per reports, the proposed budget of Rs 1,000 crore has received the green light, intending to address the encroachment on 45,26,464 square meters of land in Noida.
New Noida’s Evolution into an “Education City”
Beyond its industrial identity, the new development aspires to become an “Education City.” Plans include the establishment of university campuses, medical and engineering colleges, professional institutes, nursing and paramedical institutions, integrated colleges, and technical institutions. A substantial 1662 hectares have been reserved for these educational facilities.
New Noida: Phased Development and Connectivity Enhancements
The development will unfold in five phases, with the initial 10 per cent land acquisition slated for 2024. Subsequent phases, leading up to 2047, will seamlessly integrate planned commercial, institutional, facility/utility, water body, traffic, and transportation zones. The projected population of six lakh is expected to find a home in this expanded city, complete with enhanced connectivity options to the Jewar Airport and railway networks.
Expansive Road Network for Seamless Connectivity
To facilitate seamless connectivity, a three-tier road network is in the works, integrating College to Industry roads through Dadri-Noida-Ghaziabad Investment Region (DNIGR). These arterial roads consist of a 40.68 km First Arterial Road, a 98.34 km Second Arterial Road, and a 126.09 km Sector Road. This network, interconnected through a broad 130-meter grid road, is designed to meet the growing demands of the New Noida development.
